I was told that the slow speed tooling from years ago and the high speed tooling that is currently available is the same. Can they be run the same speeds, any truth to this?

That unfortunately is an incorrect statement. The shapes have stayed the same but what makes a high speed tool vs a traditional tool is the type of bond and the differnet type of coated diamonds that are used. If whomever told you that has a traditional set, ask him/her to run D1 at 80"/min and D2-D3 at 150-200"/min and D4 at 60"/min and see how well they do.
